It has decided to wait for two more days before reopening schools, saying, "Our suggestion is to see the AQI label for the next two days. SC's Observations

The Supreme Court reviewed a report by court commissioners and criticized the Delhi government, police, and other agencies for ineffective implementation of the Graded Response Action Plan (GRAP) Stage IV between November 18 and 23.

  • Failure to restrict trucks from entering Delhi during high pollution levels.
  • Inefficient functioning of check posts set up to monitor vehicle entry.
  • Lack of coordination among transport, police, and other departments.

Report from Court Commissioners

The court commissioners stated that while some check posts and barricades were set up, they were ineffective. Policemen had to dangerously stop moving traffic due to a lack of personnel from the Delhi transport department.

SC's Directive to CAQM

The Supreme Court directed the Commission for Air Quality Management (CAQM) to:

  • Register cases against officials failing to perform their duties.
  • Issue show cause notices to responsible agencies.
